Town of Garfield Regular Meeting
Tuesday, April 18, 2017 – immediately following
2017 Annual Meeting of the Electors

Chairman Dickinsen called the regular meeting of the Town Board of the Town of Garfield to order on Tuesday, April 18, 2017 at 7:10 p.m., in the town hall on Hillcrest Road. Present were Chairman Steve Dickinsen, First Supervisor Lamoine Hanson, Second Supervisor Glenn Fremstad, Treasurer Clark Walker, and Clerk Ardy Robertson. Meeting notice verified. Also in attendance were road patrolman Don Brasda, Alice Glavin, Lisa Walker, Karl Schearer, and Kevin Anderson.
Robertson read the minutes of the March 16, 2017 regular board meeting. Motion made by Fremstad seconded by Hanson, to approve minutes as presented. Motion carried.
Treasurer’s report of income and expenses for March 2017 was presented by Treasurer Clark Walker. Motion to approve treasurer’s report made by Hanson, seconded by Fremstad. Motion carried.
Reconciliation Report presented by Clerk and Treasurer. Motion to approve reconciliation report made by Fremstad, seconded by Hanson. Motion carried.
Clerk presented monthly bills for payment. Motion by Hanson, seconded by Fremstad and carried to pay the bills, with the exception of the fire department check, until we receive the insurance check. Motion carried.
WTA Quarterly meeting will be held Thursday, May 4th in Black River Falls. Town officials’ workshops coming up in May, Eau Claire has one on Thursday, May 18. Open Book and Board of Review will be held June 21, from 4 to 6 p.m., 6 to 8 p.m. respectively.
Dickinsen negotiated a contract with Delmore Consulting for mapping on roads and culverts at a cost of $6,250, and 50% contract is being made in April, with the balance paid after work has begun. Further discussion on road repair, along with the possibility of TRIP funding this year.
Discussion of whether to do lift and resurfacing of Bluff View Road this year, at a cost of $16,790 per mile. The road is 2.65 miles long, so the cost would be roughly $44,500. Motion made by Hanson, seconded by Fremstad, to go ahead with the project with the stipulation that we can pay half the cost in 2017 and the second half in early 2018. Motion carried.
Discussion on chip sealing several small sections of roads at the entrance of the road, such as Little Sweden, Kay Road, etc. Discussion of putting mesh where we have some sunken culverts, such as on Rindahl Valley Road.
Motion by Hanson, seconded by Fremstad, to purchase a box scraper from Value Implement for leveling gravel roads when full grading is not necessary. Motion carried.
Building Information Permit Application – received from John Severson for a shed he will construct on County G across from his residence. Motion by Fremstad, seconded by Hanson, to approve application. Fee of $25 has been paid. Motion carried.
Work Hours: Motion by Hanson, seconded by Fremstad, to leave total work hours for the next month at 72, split between Brasda, Mulhern, and Anderson. Motion carried.
Motion to adjourn made by Fremstad, seconded by Hanson, and carried. Meeting adjourned. Next meeting will be held Tuesday, May 9, at 6:30 p.m. in the hall.
