Town of Garfield Regular Meeting
Tuesday, April 12, 2016 – 6:30 pm
Garfield Town Hall
Chairman Dickinsen called the regular meeting of the Town Board of the Town of Garfield to order on Tuesday, April 12, 2016 at 6:35 p.m. in the town hall on Hillcrest Road. Present were Chairman Steve Dickinsen, First Supervisor Lamoine Hanson, Second Supervisor Glenn Fremstad, Treasurer Clark Walker, and Clerk Ardy Robertson. Meeting notice verified. Also in attendance were road patrolman Don Brasda, Alice Glavin, Karl Schearer, Dianne Richardson, Kevin Anderson, and Susan Fox.
Ardy Robertson read the minutes of the March 8, 2016 regular board meeting. Motion made by Hanson seconded by Fremstad, to approve minutes as presented. Motion carried.
Treasurer’s report of income and expenses for March 2016 was presented by Treasurer Clark Walker. Motion to approve treasurer’s report made by Fremstad, seconded by Hanson. Motion carried.
Reconciliation Report presented by Clerk and Treasurer. Motion to approve reconciliation report made by Fremstad, seconded by Hanson. Motion carried.
Year to date financial report, along with monthly bills were presented by clerk for payment. Hanson made a motion, seconded by Fremstad, to approve payment of bills. Motion carried.
Correspondence: Dickinsen received a proposal from Struck and Irwin to do chip seal on Bluff View. This was for informational purposes only.
We received a request from the county surveyor to notify their office of any road projects we have coming up. Dickinsen will respond.
Mike Woods sent a letter to the board saying that the snow plow damaged his gate. Motion by Hanson, seconded by Fremstad, to have clerk write a letter apologizing if our plow truck did the damage, but we will decline to plow the driveway from now on because it is very hard to manipulate in that space. Motion carried.
Dickinsen spoke with Tim Abley regarding the sale of the old town hall. He will give the board a check for $2,000, and the board will make plans to go through the town’s property in the hall. The board and volunteers will meet on Sunday, April 17th, at 10:30 a.m. at the South Beef River Lutheran Church for a pancake breakfast, and will follow with cleaning the hall.
Roads: Old 27 Road contract was sent to the Ho Chunk Nation on March 12th, but they did not receive it, and another copy was sent. The board purchased a rubber wheel packer for $700 from the Black River Falls FFA Alumni. Road bans went off Monday, April 11th. Road maintenance – Don will be patching roads now that the weather is getting better. The board did a road review and several roads are really breaking up. We have some repairs to equipment, along with some power washing to do.
Motion to adjourn Board of Review until June 16th made by Fremstad, seconded by Hanson, and carried. Board of Review will be held June 16, 2016, with open book 4-6 p.m. and board of review 6-8 p.m.
Summer Work Rules: Dickinsen will be the employee contact person for the summer season. Hours are limited to 72 hours per month total for all three employees. Road improvement plan is posted in the shop. Don Brasda will work Tuesday, Wednesday and Thursday. Pat Mulhern will work Monday, Friday and Saturday, with Jim McBride as substitute. Dickinsen went over the line items with the board. Motion to approve summer work rules made by Fremstad, seconded by Hanson, and carried.
Work Policy was presented by Dickinsen, including some of the state laws that need to be pointed out, such as smoking in vehicles, or using cell phones. There are laws that penalize the township with hefty fines along with the employee if these rules are not adhered to, so we will go over them with each employee. Motion to adopt the work policy made by Fremstad, and seconded by Hanson. Motion carried.
Fire Board: Board attended financing meeting of the Osseo Rural Fire Department on March 9th.
Recycling Center is still very busy, and costs are rising, however we are having less roadside trash.
Annual Meeting will be held Tuesday, April 19, at 6:30 p.m. in the hall.
Thursday, May 5th will be the Wisconsin Towns Association quarterly meeting at the courthouse in Black River Falls, at 7 p.m.
Next Meeting – will be held on Tuesday, May 10, at 6:30 p.m. Motion to adjourn made by Fremstad, seconded by Hanson, and carried. Meeting adjourned.
